Routing between two subnets

If you define a 2nd subnet on a 2820, it does not seem possible to route *internally* between the two networks, i.e. the 2820 is not performing routing functionality between its two networks. This is very annoying if you have an internal NAT'd lan on the first network and using 2nd subnet for a number of servers which have dedicated public IP addresses. I expect the router to route internally between the two, but I cannot get it to do that. This is desirable to do administration of the public servers without having them on the internet, e.g. rolling out changes. I know I can hack that with temporary port rules but I see no reason why there shouldn't be an option to route between both networks on the router itself.
