Can someone please confirm whether the load-balancing policy is implemented from top to bottom (i.e later additions overwrite "generic" policies higher up) or Bottom to Top (Policies at the top take precedence over lower ones).

The policies are processed from the top of the list to the bottom of the list, so if you've got a catch-all as entry #1, it won't process any further load balance rules
