I have a Vigor 2850vn connected to a vdsl service with a range of ip's from the isp. I have used one for the ip routed subnet on the draytek, another one of those ip's will be on a gbit lan port on a cisco device. Any ideas why I cant ping the ip on the draytek routed subnet from the cisco device ?

You need to give the WAN side the 1st usable IP in your range from ISP

Then in LAN Setup TCP/IP and DHCP Setup for IP Routed Subnet you give it the 2nd IP in your range
You then Tick the box to enable that subnet. Id switch off DHCP service too
You would then give the Cisco outside interface the 3rd address

If you are on a /29 you'd still have 3 spare addresses

I am pretty sure that's how it works but it seems like a waste of IPs to me

Yes you were spot on with that. The only thing that was not needed was setting one of the IP's for the ISP. Just let it dynamically assign.
