Route policy and backup WAN

We have a Vigor 3200 set up with WAN1 as the main connection and WAN2 as the backup. We have a range of IP addresses and are attempting to set up route policies so that some of the local addresses are translated to a different public IP address from the default.

I've set up a rule for any protocol, a local range of source IPs, any destination IP and any port; sending through WAN1 on the desired external IP address using the default gateway. I've ticked 'Auto failover to other WAN'. I've also set up catchall rules for WAN1 and WAN2 as described here . However, when I disable WAN1 the computers affected by the rule can no longer access the internet, while other computers happily use WAN2.

What am I doing wrong? How do I set up failover to a backup WAN in conjunction with route policies?
