iPhone "always-on" VPN - connect to router using IKEv2

I would like some help choosing a router.

I want to set up a VPN between my iPhone (iOS 9.3.2) and my LAN. The problem is that IKEv2 is the only protocol that iOS supports for "always-on" (i.e. no data can leak out on to the internet without going through the VPN). The OpenVPN app is no good to me for this reason.

I am struggling to find a router with an IKEv2 VPN server. I understand that this sits on top of L2TP/IPSEC. I am not an expert if you hadn't figured that out already.

Privacy and security is my primary concern. Data usage will be very low; intranet and instant messaging only. If VoIP works then might use that occasionally but it's not critical.
