Can I access the Vigor 130's web interface when still connected to my LAN via my router?

The PPPoE WAN Settings are in your Router, not the Vigor 130. When I said WAN, I was referring to the physical RJ45 WAN port on your router. Equally, by LAN, I was referring to your routers RJ45 LAN ports.

Would a Visio diagram help you?

For most situations in the UK[*] and from what I know, It does not matter if the VDSL2 VLAN tag of 101 is applied to the Custormer section or the Service section, as long as is it's just one of them.

There are two different types of "TAG" - this Draytek article (attempts) to explains the difference: https://www.draytek.com/support/knowledge-base/5362

Draytek's solution to accessing the Vigor 130 interface, looks as though it puts the "customer tag" to use for a whole different reason to that for which it was intended...

Summary
1) When you need VLAN tag only for Internet access, either Customer Tag or Service Tag will work.

2) When the triple-play service runs on the standard 802.1Q protocol, use Customer Tag for Internet access (data), and use the VLAN configuration in WAN >> Multi-PVC/VLAN for triple-play services (e.g., IPTV).

3) When the ISP provides triple-play services over QinQ standard, use Service Tag for the outer tag, and use the VLAN configuration in WAN >> Multi-PVC/VLAN for triple-play services (e.g., IPTV).

I'm not sure if you've seen this but DrayTek UK has a similar article, with more UK specific explanations of how the Service/Customer VLAN tags are utilised: https://www.draytek.co.uk/support/guides/kb-v130-multi-vlan

In essence, if you're an ISP and can set an ISP VLAN tag in addition to the Openreach one, that's where Service tag is useful. For what we're trying to do here, using Multi-VLAN / Multi-PVC on the router, it's better to use just the Customer VLAN tag setting.
