2962 speeds on leased line

I've got a client that has a 1Gbps leased line via ITS.
I'm getting speeds all over the show when doing ISP speed tests and using ISP speed tests.
The ISP is saying "It's because it's a Draytek" which I wouldn't have believed before. I've tried 1500 / 1492 MTU's.
I do a BT Wholesale speedtest and it's consistently up at what it should be - 1gbps.
My on site Fingbox gives me results that are up and down as well.
It smells like an ITS issue.
The 2962 should be capable of 1gbps, surely?

Also to say - I have an onsite Fingbox that does automatic speed tests - they are also up and down results wise.

I run a 2962 on the 'NewEE' 1.6Gbps FTTP with no problem - Router shows the WAN is connecting at 2.5Gbps and having carried out a couple of simultaneous speed tests (Lan connections) shows I am getting my expected speed.
As to the FingBox, mine hasn't given a valid speed for months (8Mbps!) on both a 900Mbps and the current 1.6Gbps FTTP services, but strangely the PC App does come closer (850'ish Gb) bearing in mind the Lan ports are 1Gb.
I have found that I also get varying speeds from test sites, but after checking out a few 'local Speedtest sites' I now use a few which show consistent speeds (~930Mb +/-) through a single Lan port.

Done a "testing during the day" comparison
Annoyingly - I've put in a Dream Machine... 885 down, 925 up...
Swap back to the Draytek - 644 down, 506 up.

2865 here on a symmetrical FTTP gigabit line. I get line speed both ways but only with Hardware acceleration enabled. Check for that.
