I have my DrayTek 2830Vn hooked up to my analogue phone line and would like to make a phone call either using a softphone or ip phone (dial out over the PSTN) is this possible?
I can connect it to a local trixbox (asterisk) if necessary?

It's not possible. The analogue line interface is not an FXO port, it's just a passthrough port to the connected telephone so that the phones can use either the POTS or VoIP lines.
