Routing a POTS calls to a remote router.... was created by mundayac
If you have two VoIP enabled routers (28xx) can an inbound call to one ring a handset (POTS or SIP) on the other?
Inbound call ----> | Router | <
VPN
> | Router | ----> POTS or SIP Handset
Ultimately the aim being to have an inbound call answered by any handset on the local or remote router.

Nope, you need a device with an FXO port, the Draytek voip stuff has two FXS ports and the line port is a physical pass-through, so it's not converting the line input to SIP, which is what you need to pass that over a VPN.
