Static Routes between 2 subnets.....

Hello,
I have had a quick search but not much luck.
I have 2 x Draytek devices + 2 Lans – 1 x 2800 Cable Router and 1 x 2950 Device with attached ADSL modem.
Both work themselves fine.
Ip layout is
Draytek 2800 – 192.168.2.1
Draytek 2950 – 192.168.3.1
Both have different internet connections etc and work independently well.
I would like it so that clients on the 2.1 subnet can access systems on the 3.1 subnet and vice versus.
I have set static routes up as follows:
On 2800 –
Status/Action – Active/Add
Destination IP – 192.168.3.0
Subnet Mask – 255.255.255.0
Gateway IP Add – 192.168.3.1
On 2950 –
Status/Action – Active/Add
Destination IP – 192.168.2.0
Subnet Mask – 255.255.255.0
Gateway IP Add – 192.168.2.1
I have checked routing tables via telnet and these are all listed correctly.
If I try and ping a 3.0 address from 2800 it hits 3.1 router then * * * out.
Similarly if I do the same from the 2950 to 2.0.
Can anyone help?
