rate control/throttling on v2910?

Hi,
I'm sure this used to work... can someone enlighten me, is the 2910 supposed to support rate control? I'm very confused..

the solution that seems to work for me is to use the bandwidth management.. feature.. this works by limiting the bandwidth for a range of IP adresses and since the ones I want to limit are all connected through a wireless access point I simply enabled the DHCP server on the access point and used a distinctive range..
