In Diagnostics/Dataflow Monitor you have an option

Enable Data Flow Monitor

If I select this the screen flashes and it becomes unchecked.

Very strange

Anyone got it working, if they did can they post the correct incantation

try setting and enabling sessions limit and bandwidth limit under bandwidht management first
