From the figures supplied, it looks like the neighbors may be on ADSL2 but you aren't necessarily - the upload speed (448K) looks suspiciously like ADSL Max to me.

From past experience, connections from LLU ISP's like Sky, O2 etc which use ADSL2+ seem to be two to three times faster than ADSL max connections which may be what you are seeing here.
