Is this packet loss the router or the ISP?

I have a Draytek 2820 which is handling my ADSL IP (via NAT) and my 6 routed IP addresses. However, the routed IP addresses (configured under the 2nd Subnet) is showing packet loss to various destinations where the ADSL IP (via NAT) to the same destinations is not.

The packet loss is on the 2nd hop and continues down to the destination. I just cant work out what the routed IP would be so different to the ADSL supplied IP.

Any ideas?
