3300+ fixed ip block, port forwarding and QoS

I'm hoping to setup a brand new 3300+ to do the following:
It is attached to bonded ADSL with one presentation (ie one WAN link to 3300+)

1. Use at least 6 of our fixed IP addresses NOT to allocate to PC on the LAN, but to allow remote users to connect to the correct VLAN depending on what public IP address they VPN or RDP in on.

2. Similar to 1. To forward port 25 on one public IP address to one server and port 25 on another Ip address to a different server.

3. Still use NAT for "normal" outgoing Internet connections from PCs.

4. Throttle things like streaming media and p2p to give priority to certain groups of users and certain protocols (eg SMTP mail).

There will be about 15 VLANs internally set up on the switches rather than using the 3300+ LAN ports.

Is this possible?

And could someone point me to articles or tell me the Draytek terminology for what I am trying to do, so I can find the right section in the manual.
