QoS and bandwidth management not applied to static routes

QoS and bandwidth management not applied to static routes was created by davegradwell
I have a static route set up. All traffic that comes to the Vigor via this static route circumvents QoS and bandwidth management policies.

How can I manage the traffic on this static route?
