I have a ADSL and a 3G dongle attached to a 2820

What i want is for all the traffic apart from one IP (Static) to go across the 3g connection with everything else going across the ADSL.
I have made some load balancing rules to send the specific IP address across Wan2, with all other traffic going over Wan1, but sometimes these rules do not work and the traffic goes across the wrong Wan.

I have setup the load blancing rules as show in these screen grabs

you could leave blank

Dest IP Start
Dest IP End

And I think this would work perfectly. This is how I tend to set up load balancing for the scenario you have described, and it works for me.

The Vigor 2820 can just say, where did that request come from, and route if down the appropriate WAN, it doesn't need to do any further thinking, such as http://www.bbc.co.uk = 217.nn.nn.nnn and which port will it be... etc. It may be that the 'further thinking' is going wrong. It's beyond my understanding I'm afraid, but in my everyday usage, simple works for me.

I have a DHCP range start from a point e.g 192.168.1.50 and use up to .49 as static addresses.
In the load balance policy set src IP start and end for the DHCP range, protocol any and WAN1 same for WAN2 but for static range. Dest in blank.
I'm using two xDSL services but it works perfectly on a 2910
