Vigor2820n Load Balance Mode not working as expected

Hi

Model Name : Vigor2820n
Firmware Version : 3.3.7.1_211801
Build Date/Time : Feb 6 2012 16:27:56
ADSL Firmware Version : 211801_A Hardware: Annex A

We have 2 2820s that both have 2 ADSL lines. On occasion one of the lines will become exceptionally slow and ultimately need turning off. Until we do turn the problem line off the router will randomly allocate that WAN connection to PCs on the network and despite it being virtually unusable the router doesn't seem to notice and continues to allow PCs to use that WAN connection.

It was my expectation that 'Load Balance Mode -> Auto Weight' would detect this kind of issue and resolve it. If anyone can shed any light on why this isn't the case or how I could set it up to handle these kind of problems be very appreciative.

One final thing I've struggled with which I'd also appreciate some advice on; Load Balance Policies;

I was hoping to use this to manually set an IP or range from one WAN to another however everything set up in the above screen shot is ignored.
