Can anyone recommend a uk 3g provider that allows vpn support for our backup 3g connection

the t-mobile one I has doesnt support incoming connections so is going in the bin

I think 3 provide a proper public IP address.

I have used Wireless Logic before to provide a 3G connection via Vodafone with a real fixed IP, nothing blocked etc.

Also, Nucleus Networks have good offerings.
