OK now I am not receiving my test emails.

I have changed the block rule to be on the same set and it works fine. I put it on the same set becuase the block has to be "Block if no further processing"
Clearly the rule thinks this means "Block Anyway"

OK all is fine.

Checked the Trend web page for the IP addresses and I was missing a few.
