Set1 is call and Set 2 is Data do Set one will not have a follow on set.

Yes SET2 needs to have Set 3 has the next follow on set, it would look a bit like this

I have been having the same problem upgrading for a 2820 to a 2850 the load balance policy doesn't work on the 2850

I'm now trying a firewall rule as suggested in this thread.
