Vigor2830 Load Balance Question

Hi All,
Work brought a whole lot of 2830vns, so to get to know them I've borrowed one
I have a Demon fixed ip ADSL2+ (1.6/0.7KBps) (I'm 6 miles, of cable, from the exchange) in WAN1 and a Virgin dynamic ip cable modem (60/0.7KBps) in WAN2
My question is; why can't I get the load balancing to favour the Virgin cable?
I started off with the figures above in the WAN/General Setup/Line speed and the Load Balance Mode set to Line Speed, that didn't work.
Then I decided to decrease the Demon up-speed to 0.02KBps and kept the other figures the same, my thinking was to decrease the requests going out on the Demon ADSL, but this didn't work either.
Then I tried Auto Weight, this didn't work either, the router always seems to prefer the Demon ADSL.
I'm guessing I've missed something. sorry if it is obvious.
