Basically as the title: can you control VLANS with QoS? I have a Vigor 2850.

I have 2 VLANs. I have a 64mb internet connection. I want to allow 1 VLAN to have a max of only 2mb of the internet connection, and the other to have the max amount of internet WHEN the first is not using any.

So I've set the bandwidth management to allow the second only to have 2mb down, but how do I ensure that it is still able to get guaranteed 2mb down when the first is trying to use all of the bandwidth?
