Means that something else has that IP most likely. If you are at home try restarting all your computers etc. Make sure they do not have any static IP addresses set that the DHCP server is unaware of.

i.e., if your DHCP range is 192.168.1.10 - 192.168.1.50

And you set a static IP on a device of 192.168.1.20

Then after 10 or so devices have connected to your network the DHCP server is going to try handing out 192.168.1.20 - and then the client and/or router will detect that the IP address is already in use and it will flag as BAD_ADDRESS. This is not a desired situation.

When you login via telnet:
