Hello,
As I have seen in different forum , to block all users from using torrents:
- go to CSM -- APP Enforcement Profile - select new profile (click on the number)
- put the profile name; select P2P -- tick everything -- press ok
- I apply the profile to firewall
- go to Firewall -- General Setup -- Default Rule; under APP Enforcement select profile you just created and press OK.

But no luck , every one still able to download torrent.
