I am setting up a 2925 with a high latency high bandwidth satellite network with ADSL fallback to a poor but low latency BT network. What is the easiest / best way to set up. I read that the auto ballance detects lowest latency - so may not work for me.

if you tick the wan 1 or wan 2 (load balance / route policy) it will have all the time access the specific ticked wan
It still will work like fail over if the specific ticked wan fall back

You can also tick both wans and move up (left column) one of them, old firmwares had mainly access the one was on top
still fail over will work with this way

Upper suggestions was based to my own experience when i had 2 connections and by ticking 1 it directs all the traffic to the preferred wan
Same apply if you tick both wan up move up the one you want to direct all traffic

Newer firmwares also needs at wan>general setup to enable a small tick box at the end of the page to take affect load balance

Here to use the load balance with normal conditions or other combinations
