What mechanism does the 2860 use to determine a link is down, does it failover when the physical interface (Layer 1) goes down or is it monitoring network connectivity by using something like a Ping (Layer 3+)

I am wondering what happens when the ADSL Link to the DSLAM in the local exchange is still up but there is a network issue farther downstream.
