NAT from WAN1 to WAN2

Can you port forward/NAT incoming traffic on WAN2 to an IP on WAN1?

Scenario - I have a single backup low bandwidth WAN on WAN2. WAN1 is fed from a load balancing router which was two 4G connections. No access to the WANS externally over the 4G. I would like to access the load balancing router remotely, but cannot over the 4G connections on that load balancing routers WAN ports. I can access it from within the 2925 network when on the LAN. I would ideally like to forward a port from WAN2 to WAN1 to allow me to access it. I guess I could setup a VPN for access, but would prefer to be able to do it from the WAN directly.
