This is a widespread issue, especially with the Ipad2. There is a ~90 page thread on it in the Apple support forums. Apple are totally silent on the issue. It affects Draytek certainly (my v1.03 800 APs work unreliably) and also Netgear.

One hears of some issues caused by it requesting DHCP every few
seconds, but I seem to have found something else.
I used to run Draytek AP800 access points, with the latest 1.03
firmware which they suggested fixes Apple IOS issues, but while it
appeared to help a little it wasn't reliable. I have now got rid of
the AP800s (due to suspect blank-SSID channels appearing) and went to
a single Cisco/Linksys WAP4410N.
Running the log on the WAP4410N access point, I see this kind of
activity

i.e. basically once per second the Ipad is re-authenticating. (Its mac
# ends with AE).
No wonder so many people have problems with these devices, on some
access points.
This is an Ipad2, latest IOS. 2nd one from the Apple shop doing the
same thing.
The above was taken during a continuous Vimeo playback. The playback
dies after about 20 minutes.
But it doesn't always do it. Yesterday I was doing just web browsing
and say just one association report. So "something" triggers it and
once it starts it just keeps doing it.
