The router can manage its own wireless. The APs are managed using the Central AP Management menu options whereas the router's wireless is managed using the Wireless LAN menu options.

Not entirely true my LG G3 phone will stay connected to the first wireless point it connects too even when roaming even if there is a stronger connection available.

Well, the two aren't contradictory. They didn't say it would drop a current connect
and reconnect to a different one if the signal was stronger... but given the
choice of 2 it will connect to the stronger. However, different clients do
behave differently - I don't think it is defined in the standards but it would
be nice if such options were user configurable on phones/tablets etc.

Home users who have a DSL connection, and want better wireless. They need the router, fine, and then they need another AP, but in fact they need 2 APs. Just running cables and finding enough power is a hassle in home installations, the router is likely covering half of the house anyway, so annoying not to be able to use it for proper roaming.

This is not the same because the router cannot participate in the roaming setup. Also means that you cannot use roaming with just 1 router and 1 AP.
