Help understanding bandwith restriction please

I believe the idea of the shared is so you can set it like, 192.168.1.40 to 192.168.1.50 share 200 up 1000 down. So, this range could be a DHCP pool for guest WiFi for example. That why they all get a limit shared between them while others on the network can have different restrictions.
